I read that Apple made some big changes to Gatekeeper in Ventura, like it checks for signing & changes every time it executes, rather than just initially.

But still ... it's supposed to be disabled. Maybe it's been quarantined because I didn't disable it properly the first time ... ? Will check ...

Trying to get the NABU IA running on my ARM MacBook with MacOS Ventura 13.3.1 and it continues to fail even with Gatekeeper disabled:
